On Thursday Minister Adam Rapacki presented UEFA representatives with the assumptions of the UEFA's EURO 2012 Integrated Security Concept. The meeting was attended by international experts specializing in the security of mass events, representatives of PL.2012 and PZPN [the Polish Football Association] and coordinators responsible for security in host cities.
The UEFA's EURO 2012 TM Integrated Security Concept is the consequence of the contract for organizing the final tournament of UEFA EURO 2012 TM made out in 2007 by and between UEFA, PZPN and the Football Federation of Ukraine (FFU). Pursuant to the contract, the government of the Republic of Poland is obligated to present UEFA with the concept for ensuring security and public order on or before 30 June 2009. The preparation of such a detailed document entailed close co-operation of all entities responsible for organizing and securing the European Football Championship. The Integrated Security Concept analyses potential security threats at the tournament and lays down the scope of responsibilities for individual stages of the EURO 2012 security. Opening the meeting Minister Rapacki emphasized that to ensure security, close co-operation of governmental organizations, the host cities and PZPN is a must. Numerous entities are engaged in the organization process involving ensuring public order during the tournament; the major goal is to guarantee the best conditions for supporting competing teams. The Minister stressed that the idea behind the preparations for EURO 2012 is the most friendly approach of the public order services to football fans. The new Mass Event Security Act is a legal tool that will allow to efficiently limit hooliganism at sport stadiums and will become effective on 1 August 2009. The Act provides for severe penalties and stadium bans for pseudo-football fans disturbing sport events. For the whole day the UEFA experts discussed with the representatives of the Polish organizers and enquired about details of the tournament's security plan. They expressed a positive opinion about proposals contained in the document provided to them and noted that at this stage of the preparations, taking initiatives aimed at developing positive fan attitudes by promoting supporting culture patterns in the atmosphere of entertainment and fun, is crucial. As Minister Rapacki emphasized, an important part of the preparations for ensuring security at EURO 2012 is that the Polish and Ukrainian organizers become acquainted with experiences and good practices from countries who organized events similar to EURO 2012.
