 The Master Plan is a schedule, which includes infrastructural projects related to UEFA EURO 2012TM. Thanks to this tool anyone may, on an ongoing basis, follow the progress of works, or quite the opposite, at football stadiums, urban transport, airports, motorways and railway lines. The schedule also includes a list of completed, in progress and anticipated tender proceedings. We also publish a list of projects that have already been implemented and a list of projects that have been excluded from the Master Plan. The table includes the grounds for exclusion of a project from the schedule.
The development of the entire event that is UEFA EURO 2012TM may bring about changes in the list of projects included in the Master Plan. Therefore information about the progress of projects will be updated on a regular basis and published quarterly on our Website. Subsequent updated Master Plan information will be released in October 2010. In May 2012 we will sum up what infrastructural projects have been completed.
Commentary on the progress of performance as of 30 June
In order to assess the projects implementation progress investors have determined a percentage component tasks implementation included in schedules of supervised projects. Then the current percentage project implementation progress has been calculated being a product of the component tasks progress. This allowed stating whether a given phase of a project is in delay or is implemented as per the schedule.
We determined the delay in a phase by adding the delays and advances of component tasks. For projects in delay, we then indicated the level of delay within particular phases with respect to the duration of the phase taking into consideration the reserve time between the scheduled completion of the entire project and the UEFA EURO 2012TM championship.
The Master Plan has different colours: White (o) - investment in advance, green (●) - as scheduled, yellow (●) - in delay, red (●) - in critical delay, i.e. the project is still under control, but requires acceleration of works in subsequent months to reduce the delay. Whereas the black colour (●) means a delay that cannot be made up for, which means that the project lost its chance for completion before the commencement of UEFA EURO 2012TM.

Master Plan Origin
The schedule of each project includes detailed actions from 1 January 2008 to the project completion date. In fact, many projects commenced before that date, some of them even a few years earlier. However, we do not analyse such a distant past. When commencing the investment monitoring we decided, that from the tournament organisation perspective, the focus on what is still to be completed before the championship is significant and we assumed the beginning of 2008 as the commencement point for all projects. The progress of projects within Master Plan therefore shows the progress of works with respect to schedules formed in this way and does not refer to past achievements in projects commenced earlier.
All projects were divided into several major categories: six cities, and a stadium, urban transport and airport therein, moreover railway transport, support airports and road transport. The investors are also included in the schedule. After moving the cursor towards the grey diamond (♦) in a line with the project's name, the name of the investor and the link to its Website will be displayed. Next, there is a blue diamond (♦), which displays information on tender or the Website of the contractor (depending on the project stage).
Key project phases
Two key project phases of each investment: preparation and implementation. The fist includes key items such as: obtaining the right to dispose of real property for construction purposes, obtaining an administrative decision (decision on environment conditions, consent to the implementation of the project, decisions on area development and construction/location decision), drawing up of feasibility study for the project, selection of designer, preparation of construction design, obtaining a construction permit (or permit for road investment implementation), ensuring the financing and selection of contractor for works. The implementation phase comprises the following component tasks: performance of works and delivery of supplies, performance of acceptance tests and signing the acceptance certificate, obtaining an occupancy and use permit.
