On Thursday, the Sejm Sports Committee passed the ‘bill of the Act on preparation of UEFA EURO 2012 European Football Championship and the Act on special rules of preparation and implementation of projects related to public airports' to the special subcommittee.

According to representatives of the Ministry of Infrastructure who supported amendment of the Act, "the changes are aimed at making the provisions more precise and removing obstacles which hinder the investments".

The investors may choose the procedure for performing the project. In addition, the selection of the location will be simplified. At present, selection consists of two or three stages; after the amendment, it will involve just one decision.

The bill proposes the principle of "just damages" for real property taken over for Euro 2012 projects. This means that the damages, by taking into account additional costs, will provide the dispossessed persons with an option to reinstate the condition before the dispossession.

Another change provides for an increase in damages by 5% if the existing owner agrees to quick dispossession. If there is a building or residential premises on the dispossessed area, the damages will be increased by PLN 10,000.

The MPs in the Sports Committee decided to ask the Infrastructure Committee for an opinion on the proposed changes.
